Freedom to govern the intelligence upon which society increasingly depends
Intelligence Sovereignty Framework
The Intelligence Sovereignty Framework is a governance, assurance and resilience model for nations and institutions operating in the AI age. It asks not only whether AI is capable or responsible, but whether critical intelligence remains governable.
Discuss Intelligence SovereigntyInstitutions can adopt powerful AI capability while losing visibility, substitutability, continuity, authority or freedom of action over the intelligence they increasingly rely upon.
What changes
Outcomes the engagement is designed to support
- A shared language for intelligence dependency and control
- A structured view of concentration, substitutability and resilience
- Evidence-led assessment of critical intelligence dependencies
- Clearer understanding of assurance, trust and freedom of action
- Practical application of the Intelligence Sovereignty Test to critical use cases
What the work can include
Core components
- Four governing principles
- Five pillars of intelligence sovereignty
- Maturity model with independently assessed descriptors
- Intelligence Sovereignty Test
- Assessment logic and evidence requirements
- Policy, board and institutional application guidance
Assessment discipline
Maturity is evidence, not a compensatory score.
The framework assesses relevant maturity descriptors independently. It does not collapse them into a single overall maturity score or allow strength in one area to compensate for a critical weakness in another.
The framework can support national policy, board governance, procurement, critical-infrastructure resilience and institutional AI strategy. CEREARK does not claim measurable improvement without a defined baseline and evaluation method. Evidence and acceptance criteria are agreed at the outset.
