Assessment discipline

Maturity is evidence, not a compensatory score.

The framework assesses relevant maturity descriptors independently. It does not collapse them into a single overall maturity score or allow strength in one area to compensate for a critical weakness in another.

The framework can support national policy, board governance, procurement, critical-infrastructure resilience and institutional AI strategy. CEREARK does not claim measurable improvement without a defined baseline and evaluation method. Evidence and acceptance criteria are agreed at the outset.
