Formal verification addresses the narrow slice of work with explicit specifications. Much cognitive output remains harder to measure: did the analysis miss what mattered, is the summary subtly wrong, was the judgement defensible?
Human review does not scale indefinitely. Institutions need sampling, audit, inter-rater reliability, control charts and evidence disciplines adapted to cognitive output.
